Bureaucrats have given deadline

Since the introduction of administrative rules officials should be closer to the people
At a meeting of Republican leaders authorities chief federal inspector for RB Peter Kapishnikov put the task to improve the forms and methods of work with citizens' complaints and appeals.
"Go to court" - this is not the answer
According to the chief federal inspector, an analysis of applications of citizens to the President of Russia and his plenipotentiary representatives showed a high level of trust of citizens. However, working with such correspondence is now acquired a special significance not only in the anti-corruption initiatives, but also in relation to the restructuring, redistribution of functions of federal bodies. Against the backdrop of reducing the number of complaints addressed to the President, rising appeals to the rest of power structures. -- Experience has shown that up to 70 per cent of issues can be tackled on the ground, not waiting until people turn to the court - said Peter Kapishnikov. -- But when the official responsible applicant: "I do not like - to go to court", - this is not the case. What does it mean to "please the court"? If the specific powers of the authority permit
solve the problem in pre-trial order, it must be solved! The Administrative Rules provides that opportunity.
On the instructions of the President of the Russian Federation Dmitry Medvedev, in every region of the country must undergo a similar meeting before the heads of federal bodies will have the same goal: to become closer to the people. There is a special item - to give increased attention to those citizens who give information on the manifestations of corruption among public servants.
The third year without Rules
The problem is that administrative regulations (namely, the part which detailed signs official course of action when dealing with citizens) developed only in five federal bodies on the territory of Bashkortostan. A remaining in their work based on the old house instructions.
Meanwhile, a government of Russia, providing for the introduction of regulations, was taken back in 2005. Sluggish in this matter until now has meant that each body, and often a separate specialist, understood in its own procedure of working with the applicant, as a result violated timing consideration applications and order response to them. People get unsubscribe. Other times, and do a whole epic begins: Offices circled citizens send letters to each other, and in each instance the message of not less than a month waiting in the wings. Naturally, these facts are damaging the reputation of the entire vertical power.
-- Before the Ninth of July, we check whether all the authorities to develop and implement administrative rules - warned Kapishnikov. -- In addition, reports on the work of departments with the citizens will be compiled and consolidated report, which will fall on the table president of Russia Dmitry Medvedev.
In addition to the timetable of the workshop offered to educate the citizens to establish a Ministry of Justice in the Republic of Belarus periodical legal focus. It turns out that these journals or newsletters are produced in every region of Russia, with the exception of Bashkortostan. It was also decided to request the President Murtaza Rakhimov of Bashkortostan in the creation of a single body, the supervisory departments work with the citizens.
Seven pain points
According to the Commissioner for Human Rights in Belarus Fat-hlislama Tukumbetova, 8224 among the applications of citizens in his name in the past year, more than half are complaints (including collective) for the acts or omissions courts, police, prosecutors and law enforcement in general. The Commissioner is not waiting for that this year will be lower than similar appeals.
-- As a rule, people come to me after all the other instance has already passed without apparent result - stressed Fathlislam Tukumbetov. -- And before my eyes every time provided several letters to officials. After reviewing the structure of applications of citizens of this and previous years, I can cite the seven most urgent problems that are not solved over the years. First, in Ufa many complaints point to the building. The second perennial pain - in the absence of funds for pogoreltsev. Families wander without shelter for three years and heads of municipal administrations may allocate them only 20 - 30 thousand rubles, which only enough for a month. The third problem - complaints about the living conditions of disabled persons. Fourth - that orphans are not provided with housing. Fifth - very little is working on legal education in prison, so I propose to establish a timetable for regular admission convicted lawyers. At the sixth spot complaints from retirees, participants of the Great Patriotic War, Chernobyl and other categories of benefit recipients, which the Ministry of Labour and RB sotszaschity population is clearly not enough explains their rights. Finally, comes a lot of complaints on infringement of the rights of persons living in dormitories.

Competent
Gulnara Bikbulatova,
Deputy Attorney republic of Bashkortostan:
-- The number of complaints received by the prosecutor's office, not decreasing. In 2007, there were about 30 thousand, five months of this year - already ten thousand. In addition, we register each year and take measures prosecutorial response to numerous violations of Federal Law "On the order of consideration of applications of citizens of Russia". For example, the Ministry of Housing, RB, U rights - ing Rospotrebnadzora in RB, RB Public housing inspections and other departments prevents cases where treatment ignored or citizens receive a response much later defined by law month period.
Particular attention is given information about the facts of corruption. Now on the site, General Prosecutor's Office for RF applications of citizens on the subject created a special section in which each of reported corruption manifestations will be carefully studied.
