Increased cost of living in Chukotka at 323 rubles
Yesterday, deputies of the District City Council adopted a draft of a new regional law "On the consumer basket in the Chukchi Autonomous District". What became the new regulations and how they change the standard of living northerners.
The new consumer basket, but the size of the old local zakonotvortsy last claimed five years ago, raised the minimum living standards of residents of the district.
-- According to federal law "On living wage in the Russian Federation" on the basis of valuation of the consumer basket and is determined quarterly cost of living in the subjects of the Federation - the correspondent said "RG", first deputy chairman of Duma CHAO Valentina Rudchenko. -- And it determines the minimum wage and pensions. The family, whose average income is below subsistence level, is considered poor and is entitled to receive state aid.
In the basket on Chukotka added meat, fish, milk, fruit, vegetables and sugar. At the same time, decreased rate of consumption of bread, pasta, flour, cereals, pulses and potatoes. That is increased products containing animal protein, and cut those that contain carbohydrates, which should impact on improving the quality of nutrition.
-- In doing so, in certain categories of products with increasing consumption rates among adults is declining these standards in children - continued Valentina Rudchenko. -- In particular, such a pattern of dairy products, the reduction amounted to 2.2 per cent, or 325.3 kilograms per year, fats - a decrease of 6.2 percent, or 11.3 kilograms, as well as salt, tea and spices, because of changes in equity component within the socio-demographic group "children under the age of 15 years".
The second section of the law - non-food products - virtually unchanged. Adults Chukotka 3.6 put coats on 7.4 years 9.9 years 4.4 on the costume, 8 pairs of shoes for 3.9 years and 6.6 pairs of socks (stockings) to 1.4 years.
Together with this minimum set of non-food items were increased volume of consumption of basic necessities, sanitation and medicines from the total expenditure on non-food products for children from 10 to 12 per cent and for pensioners from 10 to 15 per cent. For the working population, these volumes remained at the same level.
-- Minor changes in the volume of consumption set by the draft law, due to changes in the structure of sex in each socio-demographic group and family changing ratio - Valentina Rudchenko stressed.
Under the new rules people would consume less bread, but more potatoes.
In the third section - the minimum set of services - including transportation services for pensioners in the number of 150 trips a year. A separate line orders pursuant to the President of the Russian Federation on the
low-income citizens access to cultural values there are now prescribed service culture. Also changed and standards of consumption housing and communal services.

-- With the adoption of the Territorial Duma draft law "On the consumer basket in CHAO" valuation of the subsistence minimum in the district, as calculated in prices for the first quarter of 2008, average per capita increased by 3.4 percent, or 323 rubles.
Now it was 9825 rubles (for the working population - 10101 ruble, for pensioners - 8054 ruble, for children - 9573 rubles). And it means that the number of district residents who may qualify for social benefits, increase.
