Approved a list of social facilities, construction of which will finance the regional budget

YESTERDAY Legislative Assembly of Irkutsk region has adopted a program «Development of social and engineering infrastructure 
Municipalities ». 
The document provides for the allocation of regional budget funds for repairs, renovation and construction of schools, hospitals, kindergartens and cultural institutions, work on which has already launched a project prepared estimates. 
Previously, the municipal building was financed through non-targeting of the regional investment program. However, the new version of the Budget Code requires that funds allocated for long-term target program. The administration has developed such a document, which affects 20 sites in 12 cities. As explained director of the department of urban activities and traffic management area Nizamova Rita, most buildings in rural areas were included in the regional program «Social development village». 
- Revenues of municipalities do not allow them to solve social problems without government support, particularly from the regional budget - she said. 
Within three years - until 2010 - the program is scheduled to spend 1.3 billion rubles, including 1 billion - from the regional coffers, 355.5 million - from local. As a result, the authorities promised in 2010 to put into operation the school (in total - in 3586, thousands of students), kindergartens (120 seats), Hospital (355 beds), clinics (1330 visits per shift), cultural (capacity - 1428, thousands people). 
In discussing the program for the session, the deputy Alexander Vedernikov proposed to eliminate those sites, work on which is scheduled to begin in 2009. He noted that the need either to seek inclusion in the federal program, or arrange a private-public partnership to be used not only to regional funds. The cost of the program in this case would be reduced to 440 million rubles. But deputies did not support the amendment, noting in particular the lack of facilities, funding is proposed to be reduced. 
According to the version of the program in 2009 is planned to allocate funds, for example, the construction of the central district hospital of 250 beds to the Polyclinic at 500 visits per shift in Tayshete. Of the region's budget over two years to primarily be spent over 230 million rubles. Chapter Taysheta Alexander Zaika noted that the territory of the matter is very important - acting TSRB is in terrible condition. 
- Our hospital is located in the barracks, which have remained since the Stalinist camp - he said. - All are wooden, very old. To build a new hospital designed more than twenty years ago, scored piles, so everything and left. In the local budget money for it does not, so we expect only the assistance from the regional budget. 
The largest number of sites - six - in software, including from the city Cheremhovo. 
- We have long since nothing is built and repaired, it is true that finally something and Cheremhovo receive support - the mayor stressed the territory Vadim Semenov. - My job before this, all the documentation produced, and some made their own funds. 
According to him, the willingness of the two sites funded under the program scheduled for this year is 90 percent. The allocation of regional funds to complete the construction of a clinic at 600 hits and music school. The building, which is now in clinic, said the mayor, «is just chock». Construction of the new began in 1991, but then froze because of a lack of resources. In 2009, is scheduled to begin the overhaul children's city hospital with a polyclinic.

This year the program from the budget of the region planned to spend about 94 million rubles. The largest share - more than 80 million rubles - are Cheremhovo. The cost of selective overhaul the building of pre-school educational institution in Nizhneudinske amount to 4.8 million. At overhaul school in Winter is 2.5 million renovation of buildings for child health clinics in Usolye-Siberian - 2 million, strengthening the building of structures District Cultural «Gornyak» in Zheleznogorsk-Ilimsk - 1.33 million. 
Of the local budgets for the facilities program this year should be sent to 144.3 million rubles, the bulk of the funds - more than 100 million
