Magadan has been an international forum gold miners «Gold North obramleniya Patsifika». It is timed to the 55 th anniversary of the Magadan region and the 80 th anniversary of the first kolymskoy geological expedition under the leadership of Yuri Bilibin, which initiated the development of gold deposits here. 
In discussing the pressing issues the industry was attended by over 200 representatives of mining companies, geologists and scientists from 15 regions of Russia. In addition, the forum came a delegation from the USA, Canada, Australia, Kazakhstan, Kyrgyzstan and Mongolia. The focus was on problems of geological study, exploration, industrial development of gold deposits in the northern sector of the Pacific, the specifics of extraction of precious metals at the Arctic coast. The guests visited the leading mountain of Magadan region - mining «Dukat», a name Matrosov, Kolymsky affinazhny plant. 
Specialists and representatives of power structures should consider the legalization of admission of persons to gold. In their view, this will be of great importance, since the domain of private-diggers are piles, waste and other non-development. This will allow even slightly, but still increase production, but the main thing - to introduce private activities in the legislative track. Meanwhile, «Yellow hunters for the devil» considered to be «black miners» and serve as the main reason for the growth of crime in the industry. 
Speaking at the forum, the governor of Magadan region Nikolai Dudov the need to lift the ban on gold individual entrepreneurs. 
- Currently, they are unable to extract precious metals because it is prohibited by existing legislation. However, according to the law enforcement agencies in the abandoned settlements individual production is very active. In so doing, formed illicit trafficking in gold, rising crime - said the Governor. 
According to Nikolai Dudova need for legislation to allow access to gold citizens of the Russian Federation. To do this, individuals need to provide lots of mineral resources, not of interest to commercial operation or are already involved in otrabotku. The right to determine the organization of production and implementation of individual precious metals should set a subject of Russia, on the basis of their socio-economic situation and current legislation. 
The Governor stressed that the adoption of this law will create jobs for the population, derive from an already spent more mineral deposits, receive a new geological information without the budget. It will also contribute to the development of the industry of small businesses and reduce the outflow of population from areas of gold mining. 
- The inclusion of individuals in the subsoil will allow users to take into account the interests of the regions of Siberia and the Far East, where the economy is the foundation of the mining industry - expressed confidence the head of the Magadan region.
